Huge Reconstruction Market in Lebanon; Foreign Investment Expected to Double Within a Year
The massive destruction caused by the July 2006 war did not deter the people of Lebanon or the region from loving Lebanon even more. If anything, efforts were redoubled to make sure the reconstruction process begun at the earliest possible time, bringing to life the saying when the going gets tough the tough get going. Even before the war, Lebanon was in the midst of a massive reconstruction and infrastructure modernization drive, which began in 1994. The construction market in Lebanon is thriving and on the rise with foreign investment expected to double to over $3 billion. More than 15,000 homes, 91 bridges, 630 roads, and other infrastructure, including electricity stations, utility lines, sewage systems, factories and communications network, are slated for reconstruction. One of the most urgent needs is that of housing. As many as 10,000 pre-fabricated houses have been requested, and many thousands more will be rebuilt from scratch. The Beirut Chamber of Commerce has estimated the cost of this reconstruction drive to be $10 billion. The reconstruction of bridges and roads alone will cost $3 billion.
 
Over a Billion Dollars in Reconstruction Fund Secured;European Union to Play a Leading Role in Reconstruction Effort
Funding for reconstruction projects, worth tens of millions of dollars, has already been secured. Close to a billion dollars – almost double the target the Lebanese government had hoped to raise - was promised at a donor conference in the Swedish capital, Stockholm, shortly after the end of the war. Gulf countries pledged $800 million for reconstruction efforts. Immediately after the end of last summer's fighting the EU and its member states undertook a major initiative to stabilize Lebanon and, in 2006, provided over 300 million euro in reconstruction and humanitarian aid.

The United Arab Emirates promised to pay for the rebuilding of the Port of Ouzai, as well as hospitals and schools in southern Lebanon. Qatar said it will pay for the reconstruction of the village of Bint Jbeil in the south of the country, and a host of Qatari companies are jostling to enter the Lebanon reconstruction market. The United States pledged $230 million. All in all, well over a billion dollars was raised for the reconstruction process.

The international community and Arab countries pledge billions to rebuild Lebanon Despite the war, Lebanon’s investment environment remains sound, with the government offering many financial incentives to foreign investors, through the Investment Development Authority of Lebanon, which grants fiscal exemptions and other important incentives to regional and global investors. The banking system is strong and the Central Bank presides over strong currency reserves – strengthened by Saudi and Kuwaiti infusions. Although some leading real estate investors are waiting for the security situation to stabilize, no one is pulling out. On the contrary, everyone expects Lebanon to bounce back fast. Government bonds have recovered, the share price of real estate giant Solidere are also on the rise, and the Beirut stock exchange is in a bullish mood again, reflecting the famed resilience of the Lebanese.

The whole of the country is virtually a large construction site, creating demand for basic building materials and equipment, architectural finishing products, tools and technology, civil engineers, environmental know-how, and infrastructure material, as well as maintenance services and equipment in addition to prefabricated houses. Over $10 billion worth of projects are up for the grabs according preliminary estimates.
 
Power stations and electrical components
One of the most important sectors needing urgent attention is the power sector. The country’s power sector needs plant equipment for high voltage transmission and distribution, transformers as well as portable generators, accessories, switches and controls and testing equipment. The Lebanese Ministry of Energy and Water announced that electricity losses amounted to $150 million in the war. It is estimated that the Jiyeh power station alone will cost around $50 million to rebuild.

The safety and security market in Lebanon is expected to grow steadily in the coming years. The security industry is expected to experience increased demand for its services especially since the security situation in the country deteriorated, following a spate of bomb attacks and assassinations that killed several politicians.

Every thing from security equipments to trained bomb sniffing dogs are in demand. The Internal Security and General Security forces require equipments that will help them carry out their responsibilities, which range from internal safety to the interception of drugs, weapons and human trafficking across the border into Lebanon. The Civil Aviation and Customs Authorities also need equipments for baggage control, weapons detection, passenger scanning, and the physical security of aircraft. The banking and other financial sector institutions always demand the latest in security innovation.
 
Telecom and IT upgrade is key to Lebanon’s reconstruction
Lebanon enjoys a reasonably developed telecommunications network. At the same time the Lebanese market offers considerable opportunities in IT especially data transfer and the internet such as solutions for DSL broadband, security systems, and multimedia in addition to e-government and e-commerce technology.
 
Healthcare requires widespread rehabilitation
Private hospitals in Lebanon offer advanced care and are constantly on the outlook for new hospital equipment. Government hospitals on the other hand are less equipped and need everything from furniture, pharmaceuticals, intensive care units, and prostheses centers, to emergency & rehabilitation equipment.
 
Rehabilitating Lebanon’s agricultural sector is a must
The Lebanese agricultural sector received a severe blow with losses estimated at more than $200 million. The agro-food sector alone needs the rehabilitation and even reconstruction of many factories. New machinery for dairy farming is required. Irrigation and water technology and management, as well as agricultural machinery are needed especially in areas devastated by the war. Damages to the water infrastructure alone amount to around $50 million.
